Dineshchandra R. Agrawal Infracon has emerged L1 with a ₹113.57-crore tax-inclusive bid for MRVC’s Vasai Road and Virar station improvement package under MUTP-IIIA.

Dineshchandra R. Agrawal Infracon Pvt. Ltd. has emerged as the lowest bidder (L1) for Mumbai Railway Vikas Corporation Limited’s (MRVC) station improvement package at Vasai Road and Virar stations in Maharashtra, with a tax-inclusive quote of ₹113.57 crore. The MRVC tender evaluation result dated 5 November 2026 records the company’s bid at ₹1,135,700,903.73 with tax and ₹962,458,392.99 before tax.
The procurement, identified as MRVC/W/231, covers station improvement works connected with the proposed fifth and sixth railway lines between Borivali and Virar on Western Railway under the Mumbai Urban Transport Project (MUTP) Phase IIIA. The Government of India’s e-procurement portal lists the tender under ID 2026_MRVC_913386_1.
The financial evaluation result lists seven bidders. Dineshchandra R. Agrawal Infracon recorded the lowest tax-inclusive quote, ahead of Sai Projects (Mumbai) Pvt. Ltd. at ₹118.50 crore and J. Kumar Infraprojects Ltd. at ₹121.44 crore.
| Rank | Bidder | Quoted amount with tax |
|---|---|---|
| L1 | Dineshchandra R. Agrawal Infracon Pvt. Ltd. | ₹113.57 crore |
| L2 | Sai Projects (Mumbai) Pvt. Ltd. | ₹118.50 crore |
| L3 | J. Kumar Infraprojects Ltd. | ₹121.44 crore |
| L4 | A B Infrabuild Ltd. | ₹123.00 crore |
| L5 | Relcon Infraprojects Ltd. | ₹137.29 crore |
| L6 | Power Mech Projects Ltd. | ₹138.75 crore |
| L7 | Miral Infrastructure | ₹144.34 crore |
The L1 quote is approximately ₹4.93 crore below the second-ranked bid on the tax-inclusive figures shown in the evaluation result. The sheet records Dineshchandra Agrawal’s pre-tax rate at about ₹96.25 crore. The figures above are rounded to two decimal places from the amounts in the result.
The tender description covers the provision of various station improvement works at Vasai Road and Virar stations in connection with the proposed fifth and sixth lines between Borivali and Virar on Western Railway. The project is part of MUTP-IIIA and is being implemented by MRVC.
The Borivali–Virar fifth and sixth line project covers approximately 26 km and has a sanctioned cost of ₹2,184 crore, according to the Ministry of Railways. That wider corridor project should be distinguished from the present station-improvement procurement: MRVC/W/231 is a specific works package associated with the expansion, not the contract for the entire 26-km rail-line project.
The result sheet identifies Dineshchandra R. Agrawal Infracon as L1 in the financial ranking. L1 means the bidder has submitted the lowest evaluated financial offer under the tender process. It should not be described as a completed contract award unless MRVC’s formal Award of Contract (AOC) or Letter of Acceptance (LoA) is verified.
The e-procurement record provides separate stages for financial evaluation and AOC. The evaluation result available for this report establishes the L1 ranking, but a formal AOC or signed agreement has not been independently verified. Equipment Brief is therefore reporting this development as an L1 result, not as an awarded contract.
The evaluation sheet identifies the station locations and the broad purpose of the package, but it does not provide an itemised work breakdown, quantities, mobilisation schedule or equipment requirements. Contractors and suppliers should refer to the tender’s detailed scope and bill of quantities before assessing the likely demand for civil construction equipment, lifting systems or other site resources.
The next procurement milestone to watch is MRVC’s formal award documentation. Any update to the contract value, award status or execution timeline should be based on that official record.
